What is a parish meeting?
As Upton Noble has fewer than 200 electors, it cannot form a parish council. However a parish meeting can have some statutory powers to take on a similar role and elect a chairman and clerk to act on its behalf.
The parish meeting evaluates local planning applications and conservation matters and works with local police and neighbourhood watch groups on matters of crime, security and traffic. The parish meeting can consult with the district council on the maintenance, repair and improvement of highways, drainage, footpaths, public transport and street cleaning.
